Water Saving Tip:

Replace turf with groundcovers, trees, and shrubs. If you have areas where no one uses the grass, patches that do not grow well, or a turf area too small to water without runoff, consider replacing the turf with water-efficient landscaping.

'Slowmound' is a true dwarf of P. mugho, typically staying under 3 feet in height. It has a shorter needle than the species, is dark green, and densely mounded. If size is an issue, 'Slowmound' is a good choice for a dependably small evergreen.
